The paper documents that some people experienced reactivation of dormant herpesviruses after COVID-19 vaccination and explores possible immune mechanisms. It does not support the idea that this is intentional, designed, or that the vaccines target/reactivate “long dead” viruses. That part of the claim is not backed by this (or any) scientific evidence.
